LED Industry: Roadmap for China Phasing out Incandescent Lamp Implementing in October Next Year

NDRC (National Development and Reform Committee) published the incandescent eliminating plan, clearly indicating that will prohibit importing and selling the over 100w size normal incandescent starting from 10/01/2012 and eliminate all incandescent from 2016. NDRC predicted, this will add 80 billion lighting produce value, saving 480 billion KW/H of electricity power, decreasing 48 millions of carbon emission.
A vice director Mr. Xie from NDRC said at the news release that government will sponsor LED lights manufacturing and promoting. NDRC are making the drawing of semi-conductor lighting industry the12th 5-years plan, and take the green lighting policy into reference, research and make the sponsoring LED promoting measures. The LED lighting produce value will redouble within this 5years by predicted.
5 steps to Eliminate incandescent
The eliminating plan will be divided into 5stages: period from 11/01/2011 to 09/30/2012 will be the interim time. Importing and selling the over 100w size normal incandescent will be prohibited starting from 10/01/2012, over 60w incandescent will be prohibited from 10/01/2014. Period from 11/01/2015 to 09/30/2016 will be the middle evaluating time. Over 15w incandescent will be prohibited from 10/01/2016, or adjust will be made depend on the evaluating results.
Introduced by Mr. Xie that China is the big consumer and manufacturer of lights, with the most CFLs and incandescent produced every year. The incandescent produce and sales volume was 38.5 billion and 10.7 billion respectively in 2010. By predicting that the lighting using electricity takes account of 12% around total electricity consumption, the potential of energy saving and carbon emission decrease are huge if using the high efficiency lights to replace the incandescent.
"Phasing out of incandescent is very important to help speed up the structural optimization of China Lighting Industry, to help reach the goal of energy-saving and emission reduction in the twelfth five year planning period, and also have very positive effect in global climate change.” Said Mr. Xie Ji.
In fact, China has always attached great importance to energy-saving lighting. In 1996, China's green lighting project was launched, it was listed to be the important energy saving area in the ninth five years plan and the tenth five years plan, and then listed to be the important energy saving project in the eleventh five years plan and the twelfth five years plan. Besides, China have cooperated with United Nations Development Programmer and global Environment Facility for green lighting project.
"The implementation of China's green lighting project helped the upgrading of lighting industrial and also the improvement of the product quality. The production rate of energy saving light to incandescent light is 1:34 in 1996, but now it is 1:1 in 2010, and the marketing ratio of energy saving light increased from 20% to 85%.” Said Mr. Xie.
Planning to encourage production of LED lights
After the implementing of phasing our incandescent light, there will be big potential for other energy saving lights. National Development and Reform Commission pointed out that through the implementation of road map, it will effectively promote the healthy development of China Lighting Industry, through the implementation results of the phase-out incandescent forecast, it is expected to add Lighting industry output value of about 80 billion Yuan.
Qilu Securities analyst pointed out that the implementation of the roadmap out of incandescent lamps provides good marketing environment. Especially for LED lights, theoretical it could save over 60% power consumption, it is destined to be the best choice for green lighting era in the future.
Mr. Xie stated in the meeting that Government will strongly encourage the production and promotion of LED lights.
National Development and Reform Commission is currently preparing the twelfth five year development planning of semiconductor lighting industry, at the same time, Ministry of Development and Reform Commission is working with financial department to develop policies to encourage LED lighting. In the series of policy support, he said, during "twelfth five year" period, LED industry is expected to achieve the goal of quadrupling.
"The lighting theory of LED is semiconductor light-emitting principle; it could avoid flicking which is the shortcoming of fluorescent light. But as a new lighting, it is currently comparatively expensive; it still takes some time for the market to accept. As a result, we should improve the quality of fluorescent light at one hand, while promoting LED lights at the same time.” Said Mr. Xie.
